Fiona Ma Press Release: AB 631 Receives Bipartisan Support on Assembly Floor

June 4th, 2011

assemblywoman fiona ma’s legislation to expand California’s electric vehicle infrastructure garners bipartisan support

AB 631 receives bipartisan support on the Assembly floor

SACRAMENTO, CA- Today, the California Assembly passed legislation to provide market certainty for the infrastructure that is needed to support California’s electric vehicle consumer fleet by a 63-0 vote. Assembly Bill 631, authored by Assemblywoman Fiona Ma (D-San Francisco and San Mateo Counties), will place into law a decision by the California Public Utilities Commission (PUC) to not regulate electric vehicle charging stations as utilities. The bill passed with bipartisan support and is supported by the California Public Utilities Commission, San Francisco Department of the Environment, Environmental Defense Fund, CALSTART, Plug in America, the California Apartment Association and the California Business Properties Association.

“Electric vehicles are the next generation of fuel for California’s green economy,” said Assemblywoman Ma. “AB 631 will relieve range anxiety for people like myself who want to own electric vehicles, but fear a lack of charging stations.”

President Obama’s State of the Union Address set a goal of 1 million electric vehicles on the road by 2015. Last spring, Tesla Motors announced plans to manufacture its electric vehicles in the former NUMMI plant in Fremont, California. The California Energy Commission (CEC) projects the number of electric vehicles could grow from 32,756 in 2011 to 1.5 million by 2020 and 2.8 million by 2030.

Despite the emphasis to put more electric vehicles on the street, consumers need these vehicles to be as convenient to own as the gasoline car today.  AB 631 is consistent with the prior PUC decision on Compressed Natural Gas (CNG).  Several years ago, the PUC ruled that CNG as a transportation fuel should not be regulated as a public utility. The Legislature, wanting to provide regulatory certainty, codified that decision the next year.  Likewise, the PUC ruled last year that electricity used as fuel for electric vehicle charging services should not be regulated as a public utility.  AB 631 codifies the PUC decision to not regulate electricity that is used as a transportation fuel for vehicles.

AB 631 will now move to the Senate where it is expected to be heard in the Energy, Utilities and Commerce Committee later this month.

Coulomb PR: Industry First Reservation System for EV Charging

April 25th, 2011

Coulomb Technologies Furthers Innovation on the ChargePoint Network:
Announces Industry-First Charging Station Reservation System

The ChargePoint Network Reservation Feature:
The Hottest EV Spot in Town Now Available

CAMPBELL, Calif., April 25, 2011 Coulomb Technologies, the leading electric vehicle (EV) charging solutions provider, today announced new advancements to the ChargePoint® Network–the industry’s first charging station reservation system designed for EV drivers.  The ChargePoint Network now makes available the ease, when planning a road trip, to select a destination, get driving directions and reserve a charging station, all from an online browser: http://www.mychargepoint.net/find-stations.php.  This new system allows EV drivers the convenience of ensuring their desired fueling destination will always be available when they arrive.  ChargePoint search results also reflect actual “real-time” status of any available charging station on the ChargePoint Network.

“Part of the EV owner experience is planning where you will charge and, planning the miles you will travel,” said Richard Lowenthal, founder and CTO at Coulomb.  “If you are certain you can charge at your destination, it effectively doubles the range of your vehicle since you don’t need to cover the round trip with just one charge.  It also means that a 100-mile vehicle can cover a 100-mile diameter metropolitan area, like the San Francisco or Los Angeles regions.  I need to know in advance that a station and EV parking place is waiting and available for me at the mall, or the theater or at a meeting location.  This feature is especially important to station owners who want to ensure that an EV driver will spend time at their business.”

Reservations as easy as 1, 2, 3

  • Drivers search for reservable charging stations at http://www.mychargepoint.net.
  • Drivers can easily make a reservation once signed into their ChargePoint Driver Account.
  • Upon making a reservation, the driver is billed the station owner-determined fee.
  • By using their ChargePassTM card, drivers have unlimited charging station access privileges during their reserved charging session time.
  • Reservations may be canceled by the driver up to 24 hours prior to the start of the reservation.

“Our stations are one of the few pubic stations in downtown Washington DC, and they are getting busier as more EVs appear on the road,” said Robert Reisteter of Hines, the property manager of Columbia Square. “Having the capability to make any of  our stations reservable, provides us with a new unique feature to attract EV drivers to our parking garage.”

Through the ChargePoint Network, station owners can provide a distinctive new service, attract new customers and generate new revenue from EV charging. The ChargePoint Network is:

  • The largest and longest operating EV charging services network in the world.
  • The network with the most active EV drivers in the world.
  • The only charging network with mobile apps providing EV drivers real-time station status and charging notifications.
  • The world’s first fully open EV charging network supporting charging stations from multiple manufacturers.
  • The world’s first PCI-compliant charging network, enabling flexible driver payment and billing options for recovering energy costs.

The ChargePoint Network gives all EV drivers easy-to-use unique services including: real-time status and location of unoccupied charging stations, tracking and reporting greenhouse gas and gasoline savings, and charging status notification, all by SMS, email or smart phone (iPhone and Blackberry) applications. Coulomb’s ChargePoint Network is open to all drivers of plug-in vehicles and all manufacturers of electric vehicle charging stations.

Boulevard Brewing Company

Boulevard Brewing Company is Latest Midwestern Company to Join the ChargePoint Network

Midwest’s Largest Craft Brewer Provides Electric Vehicle Driver Services with Installation of First ChargePoint Charging Station

Campbell, Calif., April 21, 2011 Coulomb Technologies, Inc. the leader in electric vehicle charging systems and application services, today announced that Boulevard Brewing Company, the Midwest’s largest craft brewer, is the latest business to join the ChargePoint® Network.  Boulevard’s ChargePoint charging station, installed at its Kansas City, Mo., headquarters, is available to employees and visitors, and is a key part of the brewery’s sustainability efforts toward achieving a cleaner community.  Sale of the ChargePoint charging station was completed by LilyPad EV via Coulomb’s Midwest/Chicago distributor Carbon Day Automotive.

“Boulevard has a strong commitment to sustainability and the environment with our recycling, packaging, water conservation and transportation initiatives,” said John McDonald, founder and president of Boulevard Brewing Company.  “Doing what we can to preserve the environment has always been important to us. When we consider new projects, sustainability is a critical factor.  We like to embrace and promote new technologies that further our environmental goals, so it was natural for us to become part of the ChargePoint Network and give our EV-driving employees and customers the unique services these stations offer.”

The ChargePoint Network expansion into Kansas City brings EV drivers easy-to-use unique services including real-time status and location of unoccupied charging stations, tracking and reporting of greenhouse gas and gasoline savings, and charging status notification, all by SMS, email or smart phone (iPhone and Blackberry) applications. Coulomb’s ChargePoint Network is open to all drivers of plug-in vehicles and all manufacturers of electric vehicle charging stations.

The ChargePoint Network enables Boulevard Brewing Company to provide a distinctive new service and generate new revenues from EV charging.  Charging station owners can set their own prices for charging as a function of the time of day or calendar date – much like a parking meter.  Stations can also be configured to provide free access to EV drivers.  Station owners can also:

  • Recover energy costs with PCI-compliant driver billing
  • Track and report energy usage and savings for greenhouse gas and fuel
  • Set multiple service plans for EV driver usage
  • Create flexible billing options for their customers without a subscription via contactless credit cards (Visa, MasterCard, AMEX, and Discover)
  • Access 24 X 7 station monitoring and driver support
  • Post custom advertising and greetings on the charging station display

The addition of the ChargePoint charging station is the latest example of conservation efforts by Boulevard Brewing Company.

  • In 2009, Boulevard formed a new company called Ripple Glass, which constructed a state-of-the-art recycled glass processing plant and created a metro-wide glass collection network. Ripple’s facility also processes container glass from throughout the region, helping other communities keep glass out of their landfills while giving it the new life it deserves.
  • Boulevard’s brewhouse and packaging building, built in 2007, features a green roof to reduce heating and air conditioning by increasing the insulation value where it is needed most. The surface also absorbs rainwater, thus reducing runoff while sustaining a variety of plant life. The plants, in turn, reduce the overall thermal footprint of the building, absorb CO2, and generate oxygen, all positively impacting the quality of life in the surrounding area.
  • The company has recently adopted a zero-landfill policy, with all solid “waste” being recycled, composted, or used as an alternative fuel source.

About Boulevard Brewing Company

Boulevard Brewing Company has grown to be the largest specialty brewer in the Midwest, dedicated to the craft of producing fresh, flavorful beers using traditional ingredients and the best of both old and new brewing techniques. Boulevard’s portfolio of year-round and seasonal beers is available in 13 Midwestern states, with selected offerings distributed in an additional six states.
