Charging Station of the Day: Expostion Park in Los Angeles

December 19th, 2011

  • Who: Victor DiMichina of San Dimas, California
  • Where: California Science Center at 700 Exposition Park Dr, Los Angeles, California 90037.  Located in Exposition Park Lot Top Level Near Elevator
  • What makes it cool?  It’s cool because the charger is central to several museums,  and the parking lot also has a truck that you can lift by leverage.      As soon as you get out of your car,  you can see a SR-71B trainer suspended just off of the side of the parking lot,  and there are dinosaurs on the other side.    This is about as cool as it gets.   It’s easy enough for a 4 year old to use it!

Press Release: Gov. Brown signs AB 631 to increase the number of charging stations in CA

October 10th, 2011

ASSEMBLYWOMAN FIONA MA, CPA
12TH ASSEMBLY DISTRICT

CALIFORNIA CHARGING UP FOR ELECTRIC VEHICLES

Governor Brown signs Assemblywoman Ma’s AB 631 to increase the number of charging stations in CA

SACRAMENTO, CA– Today, Governor Jerry Brown singed legislation to provide market certainty for the infrastructure that is needed to support California’s electric vehicle consumer fleet. Assembly Bill 631, authored by Assemblywoman Fiona Ma (D-San Francisco and San Mateo Counties), will place into law a decision by the California Public Utilities Commission (PUC) to not regulate electric vehicle charging stations as utilities. The bill was passed by the legislature in August with bipartisan support and was supported by the California Public Utilities Commission, San Francisco Department of the Environment, Environmental Defense Fund, CALSTART, Plug in America, the California Apartment Association, California Business Properties Association and others.

“Electric vehicles are the next generation of fuel for California’s green economy,” said Assemblywoman Ma. “This new law will relieve range anxiety for people like myself who want to own electric vehicles, but fear a lack of charging stations. I applaud the Governor for his commitment to electric vehicles and the green economy.”

“This landmark legislation means that private industry in the Golden State will fund and build the charging infrastructure needed for electric vehicle owners,” said Richard Lowenthal, founder and CTO at Coulomb Technologies.  “This straightforward and comprehensive law will accelerate California’s EV industry resulting in thousands of new jobs.”

President Obama’s State of the Union Address set a goal of 1 million electric vehicles on the road by 2015. Last spring, Tesla Motors announced plans to manufacture its electric vehicles in the former NUMMI plant in Fremont, California. The California Energy Commission (CEC) projects the number of electric vehicles could grow from 32,756 in 2011 to 1.5 million by 2020 and 2.8 million by 2030.

Despite the emphasis to put more electric vehicles on the street, consumers need these vehicles to be as convenient to own as the gasoline car today.  AB 631 is consistent with the prior PUC decision on Compressed Natural Gas (CNG).  Several years ago, the PUC ruled that CNG as a transportation fuel should not be regulated as a public utility. The Legislature, wanting to provide regulatory certainty, codified that decision the next year.  Likewise, the PUC ruled last year that electricity used as fuel for electric vehicle charging services should not be regulated as a public utility.  AB 631 codifies the PUC decision to not regulate electricity that is used as a transportation fuel for vehicles.

City of Vancouver, BC Hydro launch electric vehicle charging pilot

EV charging station

Project to provide faster charging options than currently exist

The City of Vancouver and BC Hydro on Tuesday launched the EasyPark Easy Charge Pilot Project, a first of its kind in British Columbia.

The pilot project will see the installation of up to 15 public charging stations at EasyPark lots throughout the city, helping to accelerate the use of plug-in electric vehicles (EVs).

The project will assess the viability of commercially available EV charging solutions provided by several leading global providers. It will also provide motorists with faster charging options than currently exist and will enhance the local EV charging network.

The first location will be in the EasyPark lot at 453 West 10th Ave., north of City Hall.

“We’re pleased to see B.C. has the highest hybrid adoption rate in Canada – more than two times higher than other provinces. This pilot project will enable us to assess the infrastructure requirements necessary to make electric vehicles a more viable transportation option in the future,” said Minister of Energy Rich Coleman.

“While the City encourages walking, cycling and the use of transit, we know that cars and trucks will be on our roads for many years to come,” said Mayor Gregor Robertson. “Looking ahead, we need to make appropriate planning decisions to ensure the City’s infrastructure will support lower carbon vehicle solutions such as electric vehicles.

“This pilot will help us move closer to our goal of becoming an electric vehicle-friendly city.”

The Easy Charge Pilot Project is the first pilot project for EV charging infrastructure in the province and comes through the City of Vancouver – BC Hydro conservation collaborative, a partnership seeking to optimize resources through smart planning and collaboration on future projects.

“In preparation for electric vehicles entering the B.C. marketplace, our focus at BC Hydro is to ensure the best possible customer experience and that means a solid understanding of both our customers’ needs and the impact on the grid, so that we can be ready to support the vehicles,” said Bev Van Ruyven, Deputy CEO, BC Hydro.

The pilot project is intentionally small in scope to focus attention on how stations will be installed, supported, used and how they can be integrated into the city’s electrical grid. This information will inform the installation of future EV charging stations around the city and throughout the province.

About the Easy Charge Pilot Project

One of the first steps in this pilot project will be to test a range of Level II (240V) electric vehicle support equipment (EVSE) units, similar to the new units at the West 10th Ave. EasyPark lot.

These Level II units provide motorists with faster charging options than currently exist and will enhance the local EV charging network.

The trial, the first such trial in B.C., will assess the viability of a number of commercially available EV charging solutions provided by leading global suppliers at a number of EasyPark lots throughout the city.

Owners of EVs will have the opportunity to charge their vehicles around the city at publicly accessible EasyPark lots. The City’s first EV fleet car-share will use the chargers to show the potential for community car share networks.

Rates for parking and charging an EV will be incorporated into one payment at the vehicle charging unit – $1.00 per hour (or portion thereof) with no maximum. This rate applies only while EV customers are parked in the designated stalls and charging their vehicles. Plug-in EVs not charging must park in a regular stall and regular posted rates for that lot will apply.

All EV public charging stations in the City of Vancouver can be found through VanMaps, some smartphone apps (PlugShare, Recargo and EV Charger Finder) as well as Google Maps in the near future (search for EVSE Vancouver, Canada).

For more information about EV charging at EasyPark locations, please visit EasyPark lots.

Fiona Ma Press Release: AB 631 Receives Bipartisan Support on Assembly Floor

June 4th, 2011

assemblywoman fiona ma’s legislation to expand California’s electric vehicle infrastructure garners bipartisan support

AB 631 receives bipartisan support on the Assembly floor

SACRAMENTO, CA- Today, the California Assembly passed legislation to provide market certainty for the infrastructure that is needed to support California’s electric vehicle consumer fleet by a 63-0 vote. Assembly Bill 631, authored by Assemblywoman Fiona Ma (D-San Francisco and San Mateo Counties), will place into law a decision by the California Public Utilities Commission (PUC) to not regulate electric vehicle charging stations as utilities. The bill passed with bipartisan support and is supported by the California Public Utilities Commission, San Francisco Department of the Environment, Environmental Defense Fund, CALSTART, Plug in America, the California Apartment Association and the California Business Properties Association.

“Electric vehicles are the next generation of fuel for California’s green economy,” said Assemblywoman Ma. “AB 631 will relieve range anxiety for people like myself who want to own electric vehicles, but fear a lack of charging stations.”

AB 631 will now move to the Senate where it is expected to be heard in the Energy, Utilities and Commerce Committee later this month.

US Energy Secretary Chu, LA Mayor Celebrate ChargePoint America Milestone

May 13th, 2011

Coulomb Technologies Celebrates with US Department of Energy, City of LA Significant ChargePoint America Electric Vehicle Program Milestone

Continued expansion of EV infrastructure will help reduce America’s dependence on foreign oil

Los Angeles May 13, 2011 – Coulomb Technologies joined with the US Department of Energy and the City of Los Angeles today to celebrate a significant milestone for the ChargePoint America program, at a ceremony today in Exposition Park hosted by the Honorable Antonio Villaraigosa, Mayor of Los Angeles.  US Energy Secretary Steven Chu and Coulomb Technologies founder and CTO Richard Lowenthal unveiled the 500th ChargePoint America station available now on the ChargePoint® Network.  Others attending the ceremony included ChargePoint America program vehicle partners Chevrolet, Ford and smart USA as well as electric vehicles from Nissan, Tesla Motors, Coda and Smith.

The $37 million ChargePoint America program is made possible by a $15M grant funded by the American Recovery and Reinvestment Act through the Transportation Electrification Initiative administered by the Department of Energy, combined with $22 million from other public agencies including the California Energy Commission and private industry.  Adding to the existing ChargePoint Network, the world’s largest charging network containing the largest number of EV drivers, the ChargePoint America program will provide 4,600 public and home ChargePoint Networked Charging Stations in 2011.

Since Coulomb’s ChargePoint America program announcement on June 1st 2010, free program charging stations have been awarded and installed in all of the original nine program regions: Detroit, New York, Orlando, Fla., Washington DC, Sacramento, Calif., the San Jose/San Francisco Bay Area, Bellevue/Redmond, Wash, Los Angeles and Austin, TX.  Recently, the program announced expansion into six new cities including Baltimore, MD, Central Florida (Tampa), Boston, Santa Barbara, CA, Ventura, CA and Santa Cruz, CA.  The ChargePoint stations at Exposition Park are free and open to the public and were installed by the Los Angeles Department of Water and Power (DWP) and made part of the ChargePoint America program.

“With America’s families and businesses facing high gasoline prices, saving money at the pump is especially important today. So we are proud to support this project, which is making it easier for Americans to charge up their vehicles, instead of fill up tanks,” Secretary Chu said. “While there is no silver bullet for high gas prices, we are taking significant steps to help protect Americans in the long-term, reduce oil imports and move our country to a clean energy future.”

“As the car capital of the world, Los Angeles has a competitive advantage to leverage our massive market and iconic car culture to stand at the forefront of the electric vehicle revolution,” said  Mayor Villaraigosa, “I would like to thank Secretary Chu and Coulomb for investing in our public charging infrastructure. This is a yet another step in our proactive efforts to ensure that our streets are ready for the thousands of electric cars that will be sold here.”

The ChargePoint Network of charging stations provide EV drivers easy-to-use unique services including the ability to: check real-time status and location of unoccupied charging stations, reserve a charging station, track and report greenhouse gas and gasoline savings, receive charging status notification by SMS, email or smart phone (iPhone and Blackberry) applications. Coulomb’s ChargePoint Network is open to all drivers of plug-in vehicles and all manufacturers of electric vehicle charging stations.

The ChargePoint Network enables businesses to provide a distinctive charging services, attract new customers and generate revenue from EV charging.  Charging station owners can set their own prices for charging as a function of time of day, calendar date – much like a parking meter.  Stations can also be configured to provide “free” access to EV drivers.  Station owners can:

  • Recover energy costs with PCI compliant driver billing
  • Track and report energy usage and savings for greenhouse gas and fuel
  • Set multiple service plans for EV driver usage
  • Create flexible billing options for their customers without a subscription via contactless credit cards (Visa, MasterCard, AMEX, and Discover)
  • Access 24 X 7 station monitoring and driver support
  • Post custom advertising and greetings on the charging station display

“We are proud and honored the Obama administration is recognizing this milestone of  the ChargePoint America program,” said Richard Lowenthal.  “The expansion of the ChargePoint Network into Los Angeles is significant as this is the largest auto market in the world and yet Los Angeles is the recognized leader in taking action to keep clean air.  But this goes beyond good energy policy;  every time we install a ChargePoint America station here is Los Angeles, three Californians get work for a day – one to build the station and two to install it.”

“The California Energy Commission is proud to be supporting electric vehicle charging efforts in Los Angeles as well EV charging stations throughout our State,” said Energy Commission Vice Chair Jim Boyd.  “California spends an average of $150 million a day on petroleum fuels and the transportation sector produces nearly 40 percent of the state’s greenhouse gas emissions.  By increasing our support of electric vehicle technology, California is creating a new transportation infrastructure, improving our air quality, strengthening our nation’s energy security, and reducing the impact of global climate change.

“With funding from the Alternative and Renewable Fuel and Vehicle Technology Program (AB 118), the Energy Commission has awarded nearly $22 million for the electric charging infrastructure statewide.  Coulomb Technologies has received $3.41 million from the Commission’s AB 118 fund with $5 million in matching federal funds for the installation and upgrade of nearly 1,300 public EV charging stations in Los Angeles, the San Francisco Bay Area, and Sacramento,” Boyd added.

In the greater Los Angeles area, Coulomb’s ChargePoint America program is offering hundreds of free stations for public and home charging to individuals and businesses.  Organizations in and around Los Angeles interested in receiving free public charging stations should visit the ChargePoint America web site www.chargepointamerica.com and sign up.  Individuals interested in purchasing a program vehicle should see if they qualify for a free home charging station.
